Merchants on Capitol Hill

Merchants Bonding Company’s Vice President of Commercial Surety Jim Holter recently testified in favor of SSB 1018 and HSB 22 regarding adult guardianships and conservatorships on Iowa’s Capitol Hill.   


Jim is a member of Iowa’s Guardianship and Conservatorship Reform Task Force. The task force, which is made up of 70 industry experts including judges, lawyers, surety professionals, and social workers, published a 283-page report on guardianship and conservatorship law reformations after more than two years of work.


The report led to a bill to better enforce Iowa statutes requiring surety bonds for conservators. The goal is to help protect the elderly, minors and other adult members of the population falling into guardianships and conservatorships. A portion of these bills aims to prevent the trend of waiving conservator bonds, which can leave people under conservatorship vulnerable. By requiring conservator bonds, surety can play an important role in protecting this growing population.
