Construction has been deemed as an essential business activity in several states despite “stay at home” or “shelter in place” orders that have been put in place due to the COVID-19 pandemic. However, some states have varying restrictions from partial to complete shut downs of construction activity. With agent partners and contractor clients located across the country, Merchants continues to stay on top of construction restrictions and the effects of the pandemic.
Below is a map marking states where construction is essential with an “E.”

- Alabama, Alaska, Arizona, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Kansas, Kentucky, Louisiana, Maryland, Minnesota, Mississippi, Missouri, Montana, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Rhode Island, South Carolina, Tennessee, Texas, Vermont, Virginia, West Virginia, Wisconsin
Limited with Construction Deemed Essential (No Statewide Order):
- California, Maine, Massachusetts, Michigan, New Jersey, New York, Pennsylvania, Utah, Washington, Wyoming
No Restrictions:
- Arkansas, Iowa, Nebraska, North Dakota, South Dakota
